This rule specifies that in areas where it is required, if a building is situated on the perimeter of the construction block (forming the street line), the ground floor must be set back inward to establish a covered space or pathway (As illustrated in the cross-section on page 47.) This line doesnt have to always hosts buildings or building portions on the whole length of it.
